MESSAGE FROM THE PRESIDENT
Greetings from the VAL for this, the October newsletter. It pains me to think that 12 months ago, we were busy preparing for the 2019-20 season, and this year we are glued to the media announcements hoping for news of the restrictions easing so we can return to some sort of “normal” and get on with training and racing. The VAL remains committed to holding a 2020-21 season, but it is important to know that the season ahead is unlikely to look like previous seasons and we ask for your understanding and flexibility during this time. Contained within this newsletter are two draft calendars, organised in conjunction with our clubs – a proposed January start and a proposed February start.
Obviously we are limited by the imposed restrictions and we are doing our best at modelling what races will be held during the season with limitations on competitor numbers, and possibly (restrictions pending) limitations on spectators. We are keen to hear from athletes and trainers and have organised an online forum next week (Monday 26 October) to discuss the season ahead. At this forum, you will have the opportunity to ask questions as well as present ideas for the season ahead. Please come along and if you are unable to make it, feel free to send the office an email with your input.
2020-21 SEASON UPDATES
In consultation with the VAL clubs, the league can now outline 2 draft calendars for the upcoming season.
With the uncertainty of Covid-19 cases and the fluctuation of restrictions, the VAL has modelled 2 options for the meetings this season. These models are dependent on restrictions in place in January and February.
If restrictions permit, we will schedule the following calendar of meetings from January onwards:

In addition, the VAL will run smaller meets or concept events where possible. These events may be held before or during the season. Our goal is to provide the best season of racing for members as possible.
The VAL 'Pandemic Plan' for athletes, coaches and clubs is well into development and the league will require cooperation from all on race day with changes to racing formats being a reality. The season will likely be different but the VAL is looking forward to an exciting year of racing.
Registration fees are currently being assessed and we will be looking to open registration as soon as the State Government restrictions permit us to compete.
ATHLETE & TRAINER FORUM
We're excited to invite Athlete & Trainer members to attend a Zoom forum to discuss the season ahead.
The meeting is scheduled for Monday 26 October at 6:00pm
We will be covering items including:
- Competition options
- Registration & Entry fees
- Rule updates
- Prize money
This is more than just an information session. We are seeking your input to ensure we can provide the best season possible.
Attendance numbers are limited to 100 and members must have their full name displayed prior to being accepted into the meeting from the waiting room.

AL COVID RELIEF FUND
Thank you to those that have already donated. But we still need more help!
Since the pandemic took hold 7 months ago, several community sports clubs across Australia remain closed. Many will find it hard to survive.
The financial impact of COVID-19 has devastated Australian sport—particularly to the Victorian community and club sports that rely on membership fees and local sponsorships to keep the lights on. The Australian Sports Foundation (ASF) provides a way for the community to make tax deductible donations to their chosen sporting organisation.
The VAL will allocate all funds raised via the ASF towards maintaining the most optimal level of competition possible for the 2020-21 season.

The VAL community directory was developed as a result of Covid-19. It was created to help the pro running collective support each other through challenging times, and beyond. INTERSPORT 400M RESTRICTED SERIES
It's back! The InterSport 400m Restricted Series will be a prominent feature this summer. We've pencilled in 7 races in the series with the final to again be held at the Stawell Gift. The series is currently scheduled to be run at the below meetings:

CURRENT SPORT RESTRICTIONS (METRO)
From 11:59 pm on 18 October 2020, metropolitan Melbourne’s Second Step towards COVID Normal now includes:
Regarding exercise and recreation:
- You can exercise in a group of up to ten people from a maximum of two households outdoors in a public place (personal training is limited to two people plus the trainer). This replaces the limit of five people from a maximum of two households.
- Community sport training and competition cannot occur.
- Some outdoor activities can take place in outdoor sport and recreation facilities. Outdoor sport and recreation facilities can open if:
- They are predominantly used for outdoor sport or physical recreation
- There is no equipment for hire or sharing
- Indoor facilities such as change rooms are not permitted for use, however toilet facilities are permitted to open.
- A limit of 10 people from 2 household per group or more than 10 if the entire group is from the same household and you must be able to keep 1.5 metres between yourself and others.
- Restrictions to no more than 10 people in the facility at once except where a distance of at least 100m between groups can be maintained (e.g. golf courses).
- Examples include some outdoor tennis courts, golf courses, or bowling greens.
- Indoor swimming pools: open for one-on-one hydrotherapy sessions with a health professional where clinically indicated. No group sessions. Exceptions for private pools and professional sport
- Outdoor swimming pools: open for exercise, limited to the number of people permitted by the density quotient to a maximum of 30 people other than for the following exceptions: Exclusive use by a single school at any one time for education purposes
- Outdoor personal training is limited to 2 people, plus the personal trainer, but excluding children under 12 months. Equipment sharing is not permitted, and the trainer must wear a mask.
- Publicly accessible outdoor playgrounds, outdoor communal gym equipment and outdoor skateparks can open, but playcentres, and trampolining centres are closed.
- Indoor sports centres, including gyms and training facilities are closed.
CURRENT SPORT RESTRICTIONS (REGIONAL)
From 11:59 pm on 18 October 2020, regional Victoria remains at the Third Step towards COVID Normal with certain restrictions easing.
For sport and recreation this includes:
- Indoor physical recreation: Closed
- Outdoor physical recreation:
- Classes and training can resume for up to ten people or a household - plus the trainer.
- You should keep 1.5 metres between yourself and others and make sure any equipment is cleaned between users.
- You must clean and disinfect equipment between users. Where possible you should minimise the sharing of equipment.
- You can go to the beach with the people you live with or in a group of up to ten people. Babies under 12 months of age are not included in the ten-person limit. You can swim or surf at the beach. You can travel to a beach in regional Victoria. You cannot visit a beach in metropolitan Melbourne.
- You can participate in snow sports with members of your own household or in a group of up to ten people.
- You can leave home for permitted exercise and recreation activities that are outdoors and can be done by yourself, members of your household, or in a group of up to ten people. This includes, fishing, hunting, boating, surfing, and recreational diving. There are no limits on the distance you can travel to exercise in regional Victoria. You cannot travel to metropolitan Melbourne for recreational activities.
- You can go horse-riding with members of your household or in a group of up to ten people, plus an instructor if required. Outdoor horse-riding classes can resume with up to ten people plus the instructor. If your household is greater than ten you can attend riding classes with your household. There are no limits on the distance you can travel to exercise in regional Victoria. You cannot travel to metropolitan Melbourne for recreational activities.
- Outdoor swimming pools:
- Open for up to 50 people or the number allowed when the four-square metre rule is applied (must be the smaller number).
- Exceptions to the swimming pool cap include for exclusive use: a) by a single school at any one time for education purposes; or b) for community sport in accordance with relevant provisions in the Restricted Activities Directions.
- Indoor pools (including swimming classes): open exclusively for those aged 18 years and under subject to pool maximum of 20 patrons or density quotient (1 person per four-square metres).
Open for one-on-one hydrotherapy sessions with a health professional where clinically indicated. No group sessions
- Limited outdoor recreation camps open as an exclusive facility for a single school for educational purposes. Also, for tourism purposes for people who live together, are part of a household bubble and ensuring persons from separate bookings do not share bedrooms at the facility.
- Community sport:
- Outdoor non-contact sport can resume for adults:
- Outdoor sport can resume for people who are 18 years of age and younger, this includes contact sport:
- you can play sport with the number of people required to play plus necessary coaches and umpires.
- spectators are allowed if they are supervising children or if needed as support persons for persons with additional needs. You should keep at least 1.5 metres from others while supervising children.
- Individual events, such as running or track and field events, can resume with up to ten participants taking part in the event or race at a time. The ten-person cap does not include those necessary for the event eg coaches.
- Golf courses and outdoor driving ranges in regional Victoria can open. You can play golf with members of your household or in a group of up to 10 people. Golf carts may be used, but course operators are required to thoroughly clean the carts in between each use. People playing together must be able to keep at least 1.5 metres distance apart.
- Toilets and communal changerooms can open
- Canteens, kiosks or at-venue dining facilities can open subject to the industry restart guidelines for hospitality
- A cap of 10 people in any cohort participating in an individual outdoor community sport (e.g. athletics, cycling, walking, bushwalking, trail walking)
- Personal training: outdoors, up to 10 members of the public or a household; trainer is additional to 10.
- Play centres: closed
- Skateparks: open, outdoors only, indoors closed
- Indoor Trampolining centres: closed
- Outdoor Trampolining centres: open
- Fitness or dance classes(including classes associated with gyms):
- OUTDOOR: permitted, in line with public gathering limits for the Third Step, plus the person required to conduct the activity. Permit may be required from local government.
- INDOOR: closed, recording and broadcast permitted with the minimum number of people required to conduct the recording/streaming up to 5 people, and subject to density, signage, record-keeping and cleaning requirements as per Workplace Directions.
- Only one person at a time may be exempted from wearing a face covering due under the strenuous physical exercise exemption (e.g. the trainer leading the broadcast).
- You must clean and disinfect equipment between users. Where possible you should minimise the sharing of equipment.
- Closed otherwise for classes.
- If you live in regional Victoria, you may continue to play professional sports.
If you are doing exercise or a physical activity where you are not out of breath or puffing, then you must wear a face covering. You must wear a face covering while walking, unless you have a lawful reason not to.
It is important that you keep at least 1.5 metres between yourself and others while exercising, even when wearing a face covering
