Dear members,

As per our constitution, please find below agenda for a Special General Meeting, scheduled for Sunday 30 August at 10:30am.

Only the agenda items listed below will be heard during the meeting. No other items will be discussed. Questions must be tabled via email before the meeting and only those sent prior will be addressed in full.

Voting eligibility:
Ballarat, Bendigo, Castlemaine, Daylesford, Frankston, Geelong, Hastings, Keilor, Maribyrnong, Maryborough, Meadowglen, Waverley, Parkdale, Ringwood, Rye, Stawell, St. Albans, Terang, Wangaratta, Warrnambool.

Club delegates will remain unchanged. If a club wishes to appoint a proxy, they must do so no later than 7 days prior to the meeting via the proxy form.


Agenda Item 1: Passing a special resolution on the following two (2) constitutional changes:

  1. Clause 18.3 (b) needs to be amended to take into account we may not run sufficient events in the current season.

Current clause: 18.3. Nomination of Committee Members All candidates for Committee Members of the Association other than the representatives of the Victorian Runners and Trainers Association shall be nominated to the Annual General Meeting by a Member not later than 28 days before the date fixed for the holding of the Annual General Meeting. Each nomination shall be made by one of that group of Members which the nominee is intended to represent. All candidates must be nominated by a committee member of a Club which has:

(a) Paid or satisfied all fines and penalties against it to the Association;
(b) Conducted a sports meeting during the immediate past financial year of the Association; and
(c) Applied for registration and paid its current registration fee to the Association.

Suggested alternate clauses for part (b):
(b) Conducted a sports meeting during the immediate past financial year of the Association unless cancelled under VAL Regulation subsection 3.1

For reference, regulation 3.1 states:

3.1 Individuals outlined in the Unfavourable Weather Policy have the power to postpone the sports meeting from hour to hour and from time to time and make any alterations to the program as they deem necessary. Postponement and cancellation of events can be due to:

a) Reasons outlined in the Unfavourable Weather Policy and/or
b) any other extenuating circumstances.


  1. Rewording of committee composition as discussed during AGM

The committee shall consist of 10 members to capture the widest range of skills and experience. It should seek to achieve a representation aligned to that of the demographic of the leagues community, with an aspiration for gender and age balance after consideration of skill requirements and diversity.


Agenda Item 2: Other Business

  1. Motion:
    All clubs agree to accept the original nominations put forward by all clubs to the AGM, including those that did not conduct an event during the 2019-20 season due to the Covid-19 pandemic.
  2. Pending the approval of accepting nominations, hold an election of VAL committee nominees.
